During the Official Visit, Our Metropolitan had the opportunity to meet at the highest level with
some of the Rulers and key personalities of the State and Government of the Republic of Cape
Verde;
1 - With His Excellency the Prime Minister Dr. José Maria Pereira Neves;
2 - With Her Excellency Mrs. Minister of Finance, Dr. Isabel Cristina Lopes Monteiro da Silva Duarte;
3 - With His Excellency the Governor of the Bank of Cape Verde, Dr.Carlos Burgo
4 - With His Excellency Dr. Joao Pinto Serra, Chairman of the Board of Directors of SDTIBM
The purpose of the visit of the Metropolitan John of Portugal to Cape Verde, had the singular
purpose of presenting a framework for collaboration between the Church, the International
Financial Authorities that It Represents and the State and the Republic of Cape Verde.
The Metropolitan in his entourage joined dignitaries of the Church coming from the Diplomatic
Corp, Banking and Finance, National and International
1 - Ambassador to Sao Tome and Principe, President of the Department of Foreign Affairs - not
ecclesiastical, Dr. Ignacio de Moura Oliveira;
2 - Ambassador to Cape Verde, Diplomatic Councillor of the Church, Former Prime Minister of
Cape Verde, Metropolitan Council Member, Dr. Antonio Gualberto do Rosario;
3 - Ambassador to Germany and Switzerland, Vice President and CIO / CSO IFC / IFB
(International Finance Bank), Special Adviser to the Church for the financial area, Metropolitan
Council Member, Dr. Harry, Ernest Wiler v. V. Rickenbach Alport;
4 - Chairman of the Department of Financial Expertise and Coordination of the Orthodox Church
of Portugal, Dr. Joao da Silva Russo.

The main objective is to present the framework of specific cooperation in helping the State of
Cape Verde to have access to International Financial resources to enable it to instill a greater
speed to the process begun long ago - with complete success - concerning structuring and
restructuring the Country in the sectors most relevant to the quality of life of the Cape Verdean
People and also of strategic sectors for the State and the Church, in the context of the Insular
Africa.
In this context and purpose, the Metropolitan of Portugal declared to the Authorities of State
and Government of Cape Verde, the full and effective availability of financing the State of Cape
Verde in order to fund all projects that the Republic of Cape Verde to understand as need and
important to be realized;
The Orthodox Church of Portugal took to Cape Verde, the Vice President of International
Finance Bank who was willing to examine with the Ministry of Finance and Bank of Cape
Verde, the criteria that should underpin the allocation of these funds.
Metropolitan Portugal, Cape Verde has led to Cape-verde a banking-International Financial
Institution which is available to fund all structural projects of State in all sectors, regardless of
their size.
The aim is to participate and contribute to the global continuing of Cape-verde structures, and
resize to increase their own financial resources.

The willingness of the Orthodox Church of Portugal, through Its Primate, Metropolitan John of
Portugal, in order to contribute to the continuity of the structure of the country at national level,
found greater receptivity on the part of officials of State and Government of the Republic of
Cape Verde.
It is now up to Government Authorities of Cape Verde, to frame from the geostrategic point of
view – both political and financial, potential measures, resulting from the collaboration formally
proposed by the Metropolitan of Portugal.
We thank the State and Government of the Republic of Cape Verde the fraternal and helpful
manner, with which they manifested - at all times - the sincere dialogue, interested, serious and
committed, on the auscultation of the Cooperation Project announced by Metropolitan John,
Primate of the Orthodox Church of Portugal.
